I think too many analysts think that all the other bids will WIN the tender. A long way too go.

Remember the tender is for 98% of the population and an end goal of a National Network. This will cost a min of $10b to more like $20b.

The Gov't has always said UP TO $4.7b and I have yet too see a $$$ by any of the other bidders.

It could well be NO bidder wins the tender and then it is status quo.

Steps
(1) Panel recommendation
(2) Conroy makes a decision
(3) Conroy takes this too the caucus in the labour party to vote and agree
(4) Labour tables it in the lower house
(5) Labour tables it in the senate
(6) If after all this is done and agreed the money (UP TOO $4.7b) will be awarded to PARTY xxx. This will be milestone driven and only drip fed by the Gov't. Pary xxx will have to spend a significant portion of their money first. If don't achieve the milestone then no money.

REAL result - No party wins the tender because they do not meet the tender. Easy out for the Gov't as they have NO MONEY but do not want to tell the public this in these times as it might create panic. Easy out of election promise due to tender NOT being met. Choice for Gov't, shelve for another day or put what little money they have into the other broadband funds already in existance.
