I do know what it required to complete the well and how long it should take...
I would say that there are some operational issues, not necessarily a "train-wreck" but certainly not gone as smoothly as it could have.
FYI:
Position
Jack-up to ~ 1m elevation
Pre-load
Jack-up to final elevation
Skid Cantilever over well centre
Run to mudline and retrieve 13-3/8" Corrosion cap
Run 13-3/8" tie-back, pressure test
Run in and retrieve 9-5/8" Corrosion cap
Run 9-5/8" tie-back
Nipple up BOP and test
RIH and drill out cement suspension plugs
Wiper trip to TD of hole/ top of cement plug at loss zone
Possibly dress off cement at loss zone
Pull out with drilling/wipe assembly
Rig up to run slotted or pre-drilled liner, run same.
(Note - with luck blank pipe and swell packers on bottom of this string to prevent early water production)
Set liner hanger and Pull out
Rig up wireline and set plug in liner hanger to isolate reservoir, pressure test
Rig up for tubing and run packer and gauges on tubing (this will be slow)
Land tubing hanger in wellhead, displace to diesel and set packer, pressure test
Nipple down BOP and nipple up surface x-mas tree, pressure/function test.
Rig up wireline on swab valve of tree and RIH to pull wireline plug
Rig down wireline
Offline - rig up production equipment (1 week).
Make up production wing to production flowline.
Open well and flow back in clean-up phase.
Once cleaned up - send production to FSO.
And you're done.
This won't be exactly the process depending on what exact equipment is being used and what the completion design is BUT it is near enough and there are not too many possible variations. On this basis there is a weeks work maybe 10 days once the rig is jacked-up.
