As you say, my post doesn't indicate that I think there is something sinister or unethical going on....there must be dozens of deals in the pipeline at various stages of completion that cannot be announced for any number of reasons.
Even when a deal is signed and ready to go they have to craft a press release, email it back to the client to get their OK on it, re draft it as required, work out when is the best time to release it to the market, so they may have to sit on it for a substantial period of time.
IMHO releasing a cost sensitive announcement that may bump up the share price just before voting on the allocation of a cap raise that happened months ago is just plain dumb and buying yourself a whole bunch of pain you don't need
