Reasons for the advise to decline the drilling are traffic (they could collide with agricultural vehicles, and there is a risk for traffic congestion (!!!)), another point they made was that the traffic does not improve the air quality.

The logic has an analogy with the recent refusal of the cuadrilla application to requesting permission of installing geo equipment in an existing borehole, and then abandoning and plugging it. It was refused because working on this would be a intrusion to the landscape.

It will not be LCC giving a permission, they will decline as they have shown to be disingenuous all the time, buying time and kicking the can down the road. It will be the government stepping in and resolving this.
