careful with the maths. it might be drop by 0.5% absolute (per your assumption), or it could be 0.5% relative to the start point.
would make 198mg/L = 61.6%, if the latter, and as it also says "above" 80% - you don't actually know the proper start point for the calc.
IMHO, this is purely an a$$ covering statement, not one to rely upon to undertake extrapolation from.
