Reducing the tariff while increasing the fixed charge is a saving to non-solar houses [certainly a lot less than the promised 5% increase] while a small penalty to those getting a free ride courtesy of the buy back rates. These people should pay their share of standing costs of infrastructure if they are connected to it. If you own vacant land you pay council rates for services provided even if you are not actually taking up the offer.
