I don't know about Chinese prices but in some third world countries the government sudsidises fuel costs particularly diesel.
They really have to do this as otherwise most people could not afford to purchses fuel and their countries would grind to a halt.
Even so the riots are starting over rising fuel and food prices in some places. I don't know where this will end.
