The steps to stopping naked short-selling are:-
1 bring back broker nos so it is easier to tell which brokers are the highest net sellers of the stock. If you can out the brokers there will be indirect pressure on the clients who may also be outed
2 identify which funds are clients of that broker & publish that it is possible they are short
3 get tougher failure fees for naked short sellers
4 get management to have strong words to insto clients re not lending stock
