The problem started ...when Governments shut down Mental Institutions ...and let them join the rest of society.
Between 1993-1998, Victoria's mental health service system underwent a major transformation...the Victorian government implemented a range of community care services before shutting down its psychiatric institutions.
When were most mental institutions closed?
In the 1950s and 1960s, it led to the closure of many psychiatric hospitals, as patients were increasingly cared for at home, in halfway houses, group homes, and clinics, in regular hospitals, or not at all.
Kenmore Asylum at Goulburn north of Canberra was closed in 2003.
