the reason for this is not because of a weather extreme - but, because there is no spare housing stock
regardless of what creates population dislocation - doesn't matter - fire, flood, storm, alien ants
if we have people dislocated - there just is nowhere to go ------------ we've not had that situation before since the days of where we had camps on Sydney rocks etc.
it is a factor which the bonehead brigade seem unable to comprehend.
