but, moreso I think that the best the GBR etc can be described as is that it's a complex situation

which is a pretty simple leap of logic when one considers that the GBR can be seen as a living entity -------

and what we know about large organisms is that they are complex.

take a human - better still, take a physically high performance human - what one finds is that the body is never 100% - not ever. There's always something wrong

bit like a complex modern car - with a LOT of options and complexity - how often is everything working perfectly? well ------------ pffffffffffffffffft. Lotsa luck there

if you looked at the performance --------- you saw one thing. If you looked at the body, you saw another

and if you looked at the feet - my god, you saw another completely different picture
