It is quite hilarious. I saw one of the talking heads on tv this morning say that it was great one of the big banks was on the front foot to reduce fees. Clearly CBA wasn't suggesting they themselves would not charge the merchant just that the merchant shouldn't pass on the bank / card provider fee. Very noble indeed!!
