Your logic is way off
This 6B is on top of the 27B that everyone is entitled to (27 + 6 = 33)
So everyone gets x, then these people get y as an extra, why should that total be 3% of $33B? It makes no sense
If the indigenous make up 3%, in theory they should be reveiving 3% of $556.1B. But with more access to services we all get (27B), plus the extra services (6B), the share comes to 6% of $556.1B.
There is no logic behind your assumption that the extra benefits should total 3% of $33B
