    the ratio of 2.08 to 1 is accurate

    the 27bil is the expense of services for ATSI that us whiteys can also access, but they tend to use more (medicare, centrelink etc)
    the leftover 6bil is for ATSI specific programs, for some reason this other peanut thinks extra money should be 9b, cant work out why
