Thx Arafura, great link. I hadn't read it in full before but it seems to totally apply to the LAMP. As I see it the critical bits are (I've deleted some parts for brevity):

My Comment: I can't see how the present situation for Lynas doesn't fall under these guidelines. It appears to also cover existing investments, changing of goalposts and compensation for loss of value AND lost profit.
