IMO, the Commonwealth which is responsible for quarantine , should have set up remote quarantine facilities early in the piece to ensure no leaks from returned travelers with Covid. The current outbreak in Vic originated in a SA traveler being released with the virus. There has also been numerous Hotel Quarantine leaks in other states. If this were to be virus infected racehorses returning from overseas they would be properly quarrantined ; unlike our cheapskate hotel current shambles. The bottom line is that the Commonwealth is responsible for the economic damage done by covid, because the Commonwealth is responsible for quarantine and the safety of all Aussies. The Commonwealth blaming the States and expecting the States to shoulder the costs of Quarantine and Quarantine lockdown costs is simply a dereliction of its constitutional responsibility. The State of Victoria has been economically gutted by lockdowns and the Commonwealth should man-up foot the bill, IMO. (ScoMo, its your shout!)

Absolutely. Remote quarantine facilities should already have been built in all states. It is clear hotel quarantine doesn't work, and while Australia pursues a COVID elimination strategy and zero tolerance of any cases, that's what needs to happen. Otherwise we continue to have this mass-hysteria and lockdowns every time someone sneezes.
