I can only vouch for the Saudis and, from memory,a number of other Arab states that have acquired wealth through the discovery of oil. You are probably right about Iran, althought is difficult to understand why this would be different.
It is very possible that we will see wars over water in our liftetime, especially when one country relies on water flows emanating upstream from an adjacent country. Growing population pressures will force that country to build more dams which will reduce the overall flow downstream.
We in the West are very profligate users of both oil and water.
