Hardly likely the govt. will give any comfort to COP when they have exited the JV.
The most likely scenario, imo, is that when the deal was done COP would have indemnified WPL upto a certain date and since that date has passed the indemnity is off.
Again, this is my opinion only and the theory holds only when someone can indeed confirm that the indemnity is no longer there.
