It was Morrison's scheme, he edorsed it, so the onus lies with Morrison to do the risk assesment or at least think the risks through and get advise from reliable sources. Where is the risk assessment? What kind of idiot Government were these guys running. The schemes implementation was as flawed as the scheme itself and I'll bet that until it blew up in his face, Morrison was proud of what he and his loopholing ways had achieved. Was the harm done to welfare recipients seen as a bonus for him?
Don't you love the Morrisonisms, to paraphrase the man himself,"I was only the Minister and then the Prime Minister, so nothing bad happened because of me, I was too busy being important."
