    The Minister is responsable for the risk assessment regardless of who undertakes it. Anybody who holds any position of responsability needs to know enough to understand what they are responsable for. The duck shoving of onus is a hallmark of less than compitent and non-diligent individuals. It is little wonder that Morrison is using that defence.

    The question should be why did Morrison not get advice from say, the Solicitor General prior to the schemes implementation and why did he not? Could it be that Morrison already knew that the scheme was non compliant with the Law to start with and he just wanted to bring his baby into the world? What were the reason/reasons for Morrison lack of curiocity with regard to how the scheme sat with current legislation. Surely anybody with a conscience would want to know diffinatively that the scheme was lawful given that the scheme would impact vulnerable people.

    Morrison seemed to very happily and with complete indifference brush aside the concerns that any reasonable person would have, which is sadly an insight into his motivation. Then man says that he didn't know the scheme was unlawful when he made it his business not to be informed beyond doubt of the schemes legal standing.

    One last point, we should keep in mind that if Morrison was in private employment and a saga like this played out he would already be gone.
