Thanks yes I don't know if the police could take action just based on video footage . And what authority , local council , Vic roads ,EPA would have the right to carry out an inspection . If his vehicle was intercepted on a public road by the police or VicRoads they would have the right to put a canary on his car as the offence took place on a public road ie : he is caught in the act . He has already received two letters from local council but unless he is caught driving a defective vehicle on a public road by either the police or Vic roads what other course of action can be taken
