They don't want to look like the lame ducks (the politest term I can use) in what they promised and what they can deliver. [ The old, promise them the world and give them an Atlas]. Of course, the $2.4m of their (actually our) money for Higgins was gratis, the political self-interest being more naked there (but less than she was).
