They aren't giving it to us they are loaning it to us at concessional rates and I'm not sure if that rate is zero or not.
As for the reason why. There's a healthy dollop of self-interest. Falls loosley enough into the Chinese Belt and Road type largesse.
We know that of all the windfarms they've promised and have been tendered for and received plans. Two have been approved. They don't want to look like the lame ducks (the politest term I can use) in what they promised and what they can deliver. [ The old, promise them the world and give them an Atlas]. Of course, the $2.4m of their (actually our) money for Higgins was gratis, the political self-interest being more naked there (but less than she was).
