I was under the understanding that the requirements for MPM NLWS is as follows, this was taken from this document.

    System Design Specification MPM-NLWS
    M6785409R1083MPM-NLWS_TD_Phase_Perf-Spec_for_DRAFT_RFP_ATTACH_001-1.doc

    SYSTEM PERFORMANCE SPECIFICATION
    FOR
MISSION PAYLOAD MODULE NON-LETHAL WEAPON SYSTEM
    (MPM-NLWS)

    3.3 Target engagement ranges.
The MPM-NLWS shall achieve the required effect on targeted personnel at any range between 30.0 meters (m) and 150 m without exceeding the risk of permanent injury; between 10.0 m and 500 m is desired.

My understanding was that metalstorms Firestorm passed all of the required performance specifications or bettered them?

You may be thinking of this test that was done by the US Navy?
    http://defense-update.com/products/f/151108_firestorm_metal_storm.html

"Metal Storm demonstrated its FireStorm lightweight multi-barrel 40mm electronic weapon, operated by Navy personnel. During the demonstration the Navy evaluated the system's performance at ranges of 30 and 150 meters, launching two non-lethal munitions from each barrel. "We believe our weapons platform will offer significant advantages in range, area coverage, precision, and scalability over current non-lethal weapon systems.? MSI General Manager, Peter D. Faulkner said, following the recent test."

That wa a test only and I don't believe that the 150 metres is anything near the maximum range, if you look at the link I gave earlier and go to page 13 you will see that they are looking at a range seven times what the current range for standard 40 mm grenade launchers are capable of, but they say this is a future or objective capability.

There is a 40mm grenade that can reach 800 meters now, it is called the Mercury, see here, but as you can see it was introduced back in 2007 so it isn't the round they are talking about in the Non Lethal Fusing Requirements document, because that is dated May 13 2010, so they are talking about a different animal and I suspect they are looking at a single round 40mm that can fire out to more than 800 meters or or it can fire to ranges anywhere within that range without changing the round itself.

Martin Electronics (MEI) of Perry, Florida has developed the Mercury MV 40-mm medium velocity round. With a muzzle velocity of 107 metres/sec the Mercury has double the reach of the M433 with a maximum range of 800 metres, double the explosive fill and 45 % more fragmentation effect. The Mercury has demonstrated an accuracy of about seven metres at a range of 800 metres and has achieved a range of 950 metres. The British Chemring Group acquired MEI in June 2008 for $ 70 million and is actively marketing that company's products to the British Ministry of Defence and other European customers.
