From my conversations with him, the impression that I got is that this is not an issue with public speaking, but rather this is his way of communicating.

You can tell he knows a lot of. But he knows so much that he usually can't put his thoughts in place to share all the information he has. So he starts on one topic to jump to a different one without having closed the previous. It is quite common in very intelligent people, and to them it makes perfect sense, cause all their ideas are obvious in their heads. But for anyone trying to follow, it is a struggle.

On the plus side, as Deano said, this is a trainable skill. So Peter needs to decide if he is willing to put the extra effort to gain this skillset or if he needs to find someone else to take care of public speaking.
