That document is part of the Federal Court bundle which Judge Jackson decided to release due to the public interest in the Asset vs Commonwealth case. The bundle, along with the Bell Report findings are a treasure trove of information about the level of corruption involved in the handling of the PEP11 2020 application.
DISER, I suspect, were instructed to prepare a Ministerial Brief which included an option to decline. It placed an onus on DISER, with the assistance of PMC, to "concoct" possible reasons for a decline. These reasons IMO would not stand up to scrutiny in the Federal Court if that were to be the outcome this time around. I have posted extensively on this element at the time of the court case.
