A lot of questions there for your first post newbie.
They haven't announced it. My take on it is that their problems are so big now that announcing a $14m project win merely re-inforces the revenue hole they are facing and the emptiness of their alleged "diversification strategy". Especially when you throw in the fact that they actually lost money on the last WA public works project they completed, this is actually negative news for them, or no more than deckchairs on the titanic.
On the other hand they have announced tiny projects like this before so they are walking a fine line. Maybe it's just that neither CEO has gotten around to it yet.
