Pill testing is not IMO "normalising drug use". What does "normalise drug use" is:
Parents giving their kids "children's panadol", kids being prescribed 'dexamphetamine' because they fidget.
Kids seeing their parents run to the bottle of Prozac because "they've had a bad day".
etc etc etc.
Governments fail to legislate against "pharmaceuticals" because, you guess it... They have a lobby group.
