Well, there is a billion dollar industry trying to work that question out, so I doubt you would know. It is not only Australians, it is a global world-wide problem. Even in countries where there is the death penalty, drug abuse is rampant. Face the facts, people are going to do it. If you want a free society, you have to accept the choices that people make that come along with it.
Now if you want a communist society or one ruled by a dictator, then maybe...actually no, you still will not be able to stop it, since you can not keep it out of the most god damned enclosed systems in society which is a f*ing prison. You will not win this debate, as it is not really a subjective debate.
