The issue is not that you have 150 million potential customers - it's primarily about the organisations that serve those communities. All communities require infrastructure, and that is a hefty slice of the market, roads, power, insurance, new buildings (public and private). Many of the orgs will be serving multiple communities from diverse socio-economic backgrounds.
