'Reeler,I can answer that without swearwords. Yes, the NK regime gave priority to weaponry over food and millions starved. Pretty drastic, eh? But they deemed it necessary.
Since the Korean war they have been isolated, with people starving during famines, and aid of any significant amount was restricted unless they knelt in obedience to the West, which they wouldnt do. So they let some starve as they concentrated on Nukes and other weaponry.
Now, they rattle some drums, let off a few shots, and they get aid. They have no intention of starting a war, they just want to survive. They will never either use their nukes, or surrender them.....for if they did, they would lose their "food voucher". Everyone knows it (except RH). Its all a big game between the US and NK.....
Obama could win them over if he just picked up the phone and said "G'day, Kim..", and perhaps held out an olive branch....with some olives on it.
