I don't think you fully understand just how upset the voting public (those that bother to vote) feel about crime committed by those children.
Yep, those kids are FASD victims. Yep they are let down by the system.
Yep, they are staring down the barrel of lifelong racism and probably dying younger than their peers.
However, they are going to now be on the receiving end of jail, spithoods, and extra policing. Which the people of the NT are OK with. In fact, that is the LEAST that they will be satisfied with, because they are done with playing patty cake in a justice system that is not delivering victims justice.
Wanna change it, come and vote.
