You seem to be over-complicating matters and/or not understanding cloud tech and/or seeing more than meets the eye to confirm your Oracle bias.
First you quote NOR re: their cloud based service infrastructure review. Next you question what server infrastructure NOR had. Answer: It was cloud based as per the beginning of your post.
In summary:
NOR changed cloud infrastructure providers.
Oracle is a supplier of said services.
NOR is a paying customer.
Simple.
All imo.
