This shareholder may be(I have not got the history to know when they have bought in) exiting at a loss. If exiting, no doubt they were trying to minimise their loss like anyone else would if forced to sell at an inconvenient time.

As noted by a previous poster, while they have reduced their net holding, part of the reason they have dropped below 5% has been the capital raising/dilution.
