Oil prices were volatile Thursday after the US government weather service forecast a warmer-than-average winter for the world’s largest oil consumer.

The US National and Oceanic and Atmospheric Administration (NOAA) said it expected above-normal temperatures in January through March in most of the country, including the north-east region, the biggest consumer of heating oil."
