The freeze is because of two appeals by SMSL. One of these two is for possible procedual failures. And procedual failures arent a case of scientific evidence - they are a judical case.
Furthermore, the judge is on the way to consider these appeals by SMSL. And she didnt (possible still dont) know, if these appeals have some facts as basis. So she has suspended TOL, till she knows if there are some facts or not. Another possibility is, that the isnt neutral...
