Well, talking to people it seems that legally Base should be safe according to written law.
There is a lot of optimism here regarding mining and oil, albeit not well understood. IMHO the Govt is not likely to mess it up.

However the elections over here is massive news (the only news) and anything will be said by those aiming to be elected.

There are people changing parties and coalitions to the extent that effective early January no one will really be able to govern as there are members moving to and from parties in actual Government including Ministers.

There is a small article in the paper today (Kenyan time) about Base but not much in it.
My view is they are best moving forward and we will se the reality after elections in a few months, common sense and law is likely to prevail.
