I can tell you that it was very much about the money leaving Czech Republic, that was the main argument put forward by the Babis Government/coalition. It was not about the expertise of the foreigner. Evoking anger or some sort of emotional response in the general populations about some outsider entity (foreigners, neighbouring country, the Chinese, Russian oligarchs, Democrats, Republicans etc) taking their resources/money/jobs/women/education/environment etc away is a very easy political play and it gets played out in politics around the globe every year, just name a country.
