Yet, when I consider that any one of them could be my 79 yo father who bought a section and built a house there with his own hands about 50 years ago to raise kids in a dream home with a large garden, looking at the trees he planted and remembering the dogs he buried under them, there's this problem: what incentive can you offer him? Money will not compensate him for the "inconvenience" of having to leave this behind and live out the rest of his years in a "sterile" new place. He would turn any offer down. Now he can be forced to take the offer and move and arguably that's likely, but I appreciate it in the EU that we don't just randomly walk over people for economic interests, unless it can be justified overwhelmingly for sizeable and tangible common good.
