According to the interview linked above, the location of the converter seems to be the biggest sticking point (noise pollution caused by grinding the rock, using acids). Followed by transportation. Consider the statements from the recent announcements against the mayor's statements:
"However, further development of specific areas relating to engineering, commercial and strategic elements across mining, processing, procurement and logistics are expected to have a considerable impact on both capital and operating cost estimates and Geomet’s social licence to operate." "This review process could significantly improve the economic and social/community outcomes." (Ann. 27. March)

"I can tell you that the cities of Košťany, Dubí, Teplice and Újezdeček [all of them ~10km south of the Cinovec-mine, my comment] are sticking together, and we too are trying to fight against this project"
The mayor also suggests alternative locations: the old Kohinoor-Mine in Mariánské Radčice (~20km south of the Cinovec-Mine) or Prunéřov (~60km to the west). Which is of course a bit stupid, because Geomet already bought the land in Osada Dukla-Újezdeček for the converter. Let's see if there is some sort of compromise here being worked on.
