Why not issue options to current holders with a 1-2 year term. If project proceeds exercise of options would assist in funding and reward current holders. As it stands, options go only to contractors.
Issuing options could reduce dilution later if management decide to go to instos with a placement (assuming it cannot 100% debt fund).
