Pay special attention to the two quoted paragraphs, This is very typical of how the Chinese will use what I call the vacuum cleaner approach.

Turn the vacuum on

That involves drawing foreign companies into the market with every assistance imaginable until they reach the tipping point. The foreign companies almost know they will be screwed eventually but have little choice as they fold, one by one. Join in or miss out.

Empty the vacuum

That tipping point marks a point in time that China believes they have the upper hand and it's now. At this point they will slowly ramp up the pressure and move the market fundamentals to Chinese companies.

It's a notice from China that they now have the technology they need and will go after New Energy with the kind of power only China can. It explains all the massive capacity that's planned to come online in H2, 2017 for what appears now, no compelling reason. Also explains why I believe we will hit shortages in H2 , 2017 through H1, 2018.
