That would be because no one knows anything about the J-20. The US didn't even know they were this far advanced... Nice surprise, and I bet a few nice words said to the intelligence agencies!
Without knowing much about technicals, I think we've been trading sideways for a while. Hopefully that will change on signing of the agreement. Hopefully the quarterly update will be either saying they've signed it or giving us the approximate date!
