Any share can rise according to its fundamentals.
Whilst most fundamentals have been revised downwards to reflect current asset values, share prices still follow fundamentals.
Funding is the issue keeping the share prices of many companies down that have advanced projects.
However, if those companies can guarrantee production & cash flow then the fundamentals will follow that, albeit at lower PE ratios than usual.
