actually it was offered entirely to existing shareholders, just larger holders with 708 status. No use wasting time for a small raise doing an entitlement offer - it takes weeks to run, and costs money to prepare the prospectuses, documents, chase and match payments etc; why bother when they can get the same result in a day.

SPPs usually get offered on larger raises where dilution is higher and company actually wants to invite smaller holders to maintain their equity, or when a company is struggling for funding privately, so is forced to try and make it up from small holders.
