To me, it's pretty clear (unfortunately) what RIO/RTX has decided (or "elected") to do.
Let me simply quote the exact same wording that you originally quoted in your post made on Thursday 13/3/14 @ 11:56am (i.e., taken directly from page 2 of TAS's ASX announcement from 13/3/14 requesting a Trading Halt), but with three more of the quoted words shown in ALL CAPS. See below.
