I certainly agree with wotcopper i.e. there is no doubt that RIO have pulled out of the Vulcan JV.
Greg Solomon (GS) stated in the announcement from 24.01.2014 that RIO had 60 days to "commit" or "withdraw" from the Vulcan JV. From today's announcement it is therefore 100% clear that RIO have elected to "withdraw".
My feeling is that because GS was told on 13.03 about the withdrawal by RIO, probably on the phone, he had to call a TH immediately, otherwise he would have been in possession of critical inside information. The TH simply informs the market immediately and gives both GS & RIO time to make their respective detailed and official announcements on 17.03.
