    "The Minister further advised that it is the Government's position that Anvil Mining Congo SARL should pay to the Government of the DRC an amount in respect of the 10% interest in the Dikulushi Mine held for local communities."

    Like all Governments they seem to want control of the 10% so that they can decide on its use.
    Logically they would like to control any unspent accumulated funds as well as future accumulation in this fund.
    No doubt Bill Turner will negotiate strongly on this item.
    One could anticipate little of any such funding is likely to return to the local communities once Government controls the finance.

    "Anvil has also been requested to submit to the Government a plan for social programs that will have a visible impact."

    This may be a generic request item.
    The Government seems to need to be seen in control and companies seen to be accountable to them.
    A positive for Anvil as Anvil has probably done more than any other company (per capita) to provide in this area.

    Bill Turner would be keen to maintain original contracts.
    However sound and friendly relationship with the Congo Government is critical.
    It might well be that a negotiated "retreat" is the way.
    And in the best interest of shareholders long term.
