Cara, that's not a downpipe; it's a spreader.
That's questionable as the water is only going to come out of the end of the pipe, instead of a few holes in the horizontal pipe.
Hence, the water will not be "spread" over a bigger area.
As it is, there is the possible risk of water flowing back under the flashing? (to much water at one point?).
