no no..there are holes drilled in the bottom of the horizontal pipe
Normally you place the holes part way off the bottom as your trying to encourage water to come out of all holes at the same time, (hence spreader). You also partially seal off the lower end of your horizontal.

Generally as a rule, no silicone as it can be your worst enemy. Water at times gets in and then cannot get out, due to the silicone. If your going to use it, use plenty and work it in with your finger, in a circular motion.
